The New Jersey Democrat introduced legislation yesterday in Washington that would legalize pot at the federal level, reversing decades of national policy. Booker says that current drug laws disproportionately hurt minority communities.
His Marijuana Justice Act also would provide federal monetary punishments to states to change their marijuana laws if they were shown to disproportionately hurt low-income individuals or people of color.
Those “aggrieved” by a disproportionate arrest or imprisonment rate would be able to sue, according to the bill. And a Community Reinvestment Fund would be established to “reinvest in communities most affected by the war on drugs” for everything from re-entry programs to public libraries.
It has virtually no chance of passage in the Republican controlled Congress,
